Minutes of the Planning Committee Meeting held on Thursday 28th February 2019 in the Village Hall, Shrubland Road at 7.30pm

Present: Councillors: Birch, Carter, Chaplin, Fairhall – (from Minute No.7), Peacock and Rayner (Chairman).

No members of the Press or Public were present.

1. Public Voice – There were no Members of the Public present.

2. Welcome and Apologies for absence – Apologies for absence were received from Councillors Burton, Howell and Kent.

3. Declarations of Interest – There were no declarations of interest.

4. Minutes of the Previous Planning Committee Meeting – The Minutes of the Planning Committee Meeting held on 7th February 2019 were received, considered and agreed following the vote. (Signed copy in Minute Book).

5. Matters Arising/Updates from Previous Minutes – There were no matters arising or updates.

6. Planning Decisions/Appeals – The Committee noted the following:

a) 18/01947/FUL – Addition of first floor extension to provide habitable floor area – Mistley Fishers, 1 Harwich Road – The LPA Approved this application.
b) 18/01969/FUL – Provision of additional paved area for Car Parking – Mistley Manor, 1 Long Road – The LPA Approved this application.
c) 18/0236/FUL – Proposed single storey side extension following demolition of existing kitchen – 42 Barley Close – The LPA Approved this application.
d) 18/02050/LUPROP (Lawful Use Certificate) – Loft Conversion with rear dormer and front roof windows – 2 Anchor End – The LPA Granted this Certificate.
e) 18/02073/FUL – Proposed temporary safety netting and posts – Mistley Cricket Club, New Road – The LPA Approved this application.
f) 19/00013/FUL – Single storey rear and side extension and front porch. (Resubmission of 18/00789/FUL) – Karenza, 45 Harwich Road – The LPA Approved this application.
g) 19/000130/TPO – 1 No. Holm Oak – reduce by 50%, 1 No. English Oak – raise crown and trim back upper branches by 50%, 1 No. Holy – reduce by 50% – 19 Rosewood Park – The LPA Approved this application.
h) 19/00127/TCA – 1 No. Pear Tree – remove – Acacias, 19 New Road – The LPA Approved this application.

7. Planning Applications/Proposals received from the LPA (Local Planning Authority) – The following recommendations were made:
Councillor Fairhall arrived at this point in the Meeting.

a) 19/00158/FUL – Proposed swimming pool extension – Home Farm, 119 Harwich Road – Following the vote, the Committee wished to make No Comment.
b) 19/00159/LBC – Proposed swimming pool extension – Home Farm, 119 Harwich Road – Following the vote, the Committee wished to make No Comment.
c) 19/00160/FUL – Proposed ground solar array – Home Farm, 119 Harwich Road – Following the vote, the Committee wished to make No Comment.
d) 19/00210/TPO – 3 No. Common Limes – Pollarding/topping – Holly Place, 62 Harwich Road – Following the vote, the Committee considered that the LPA’s Tree Warden should make a decision on this proposal.
e) 19/00209/FUL – Proposed rear single storey extension with minor internal re-modelling – Kersey, 11 Long Road – Following the vote, the Committee wished to make No Comment.
f) 19/00198/LBC – Installation of entrance porch lantern light, inclusion of emergency overflow rainwater hopper and down pipe, and masonry/render paint colour change to light blue – Kowloon, The Green – Following the vote, the Committee raised No Objections, but wished to point out that this will be the only dwelling in this area in light blue. The Committee is aware that the LPA’s Conservation Officer’s professional views will be sought in this regard.
g) 19/00206/FUL – Variation of condition 3 (approved plans) of planning permission 18/01278/FUL – to vary the siting of office and parking – Dickley Hall, Dickley Hall Chase – Following the vote, the Committee wished to make No Comment.
h) 19/00/00243/LBC – Replacement of roof on like for like basis – Anchor House, 1A High Street – Following the vote, the Committee wished to make No Comment.
i) 19/00252/TCA – 1 No. Fig – Remove and grind stump. 1 No. Pittosporum – Remove and grind stump. 1 No. Bay Tree – Reduce – 35 California Road – Following the vote, the Committee considered that the LPA’s Tree Warden should make a decision on this proposal.

8. Planning Applications received after the agenda was issued – No further applications were received.

9. Committee Terms of Reference – The Committee considered and agreed these Terms of Reference for adoption by the Parish Council following the vote, subject to removing the minimum number of Meetings from the box and that the Meetings are open to all Councillors. Under Areas of Responsibility removal of conditions 6, 7 and 9 from the draft details. (Agreed final Copy in Minute Book).
