1. Welcome and Apologies for Absence – An apology for absence was received from Councillor Frost (unwell). This was accepted by the Committee.

2. Public Voice – The Member of the Public did not wish to speak about any agenda item or planning and development matter.

3. Declarations of Interest –

• Councillor Bell declared a pecuniary interest under Minute Number 7c) – 21/02028/FULHH (Full Application) – 46 New Road – Proposed front porch with interior access to a downstairs toilet, single storey side extension, single storey rear extensions as he owns the property.

• Councillor Coiley declared pecuniary interests under Minute Number 7d) and 7e) – 21/02141/TPO (Tree Preservation Order) – 5 Rosewood Park – 1 No. Oak – reduce back off neighbours boundary on the face approximately 3m, reduce top by 3m too. Hollies on boundary cut back off neighbours boundary approximately 2 m and reduce height by approximately 3m. 21/02143/TPO (Tree Preservation Order) – 4 Rosewood Park – Row of Limes – re-pollard as he is a nearby neighbour.

4. Minutes of the Previous Planning Committee Meeting – The Minutes of the Planning Committee Meeting held on the 2nd December 2021 were received, considered and agreed following the vote. (Proposed by Councillor Cunningham and seconded by Councillor Coiley). (Copy in Minute Book and on Website).

5. Matters Arising/Updates from Previous Minutes – There were no matters/updates.

6. The Committee noted Planning Decisions from the LPA (Local Planning Authority) as follows:

a) 21/01584/FUL – (Full Application) – Acorn Village Community, Clacton Road – Proposed construction of Wellbeing Room on the grounds of Acorn Village – The Committee noted that the LPA has approved this application.

b) 21/01929/TCA – (Tree Conservation Area) – 1 Falklands Drive, Manningtree – (cross-boundary application) – 1 No. Birch – reduce by 3.5 – The Committee noted that the LPA has approved this application.

c) 21/01659/FUL – (Full Application) – 8 The Green – Proposed single rear extension works involving demolition of timber frame shed and replacing with single storey structure for domestic use. With refurbishment of existing rear adjoining structure with the retainment of existing roof – The Committee noted that the LPA has approved this application.

d) 21/01660/LBC – (Listed Building Consent – 8 The Green – Proposed single rear extension works involving demolition of timber frame shed and replacing with single storey structure for domestic use. With refurbishment of existing rear adjoining structure with the retainment of existing roof – The Committee noted that the LPA has approved this application.

e) 21/01783/FUL – (Full Application) – 4 Long Road – Proposed replacement of existing conservatory with new – The Committee noted that the LPA has approved this application.

f) 21/01788/FULHH – (Full Application) – Matlock, 15 New Road – Proposed front porch, reconfiguration and extension of garage and single storey side and rear extension – The Committee noted that the LPA has approved this application.

g) 21/01890/FULHH (Full Application) – 3 Rosewood Park – Proposed single storey rear extension – The Committee noted that the LPA has approved this application. Steve pecuniary

h) 21/01879/FULHH (Full Application) – Rigby Villa, Beckford Road – Proposed addition of a single storey link between Rigby Village and its existing single storey outbuilding to form a new playroom – The Committee noted that the LPA has approved this application.

7. Planning Applications/Proposals received from the LPA (Local Planning Authority):

a) 21/01954/VOC – Variation of Condition – Land South of Harwich Road – Variation of condition 1 (Plans) of application 20/01429/DETAIL to amend the layout of 4 apartments (Plots 26-29) – Following the vote, (proposed by Councillor Meston and seconded by Councillor Cunningham), the Committee recommended approval.

b) 21/02081/TCA – Tree Conservation Area – Crisp Malting Group Ltd. Mistley Maltings, School Lane – Application for 5 years permission for minor trimming works as part of ongoing annual maintenance. No removal as part of this permission. Removal of 3 No. Trees adjacent to railway line previously approved – for pollard – not removed if possible – Following the vote, (proposed by Councillor Bell and seconded by Councillor Coiley), the Committee recommended that the LPA’s Tree and Landscape Officer makes a decision under the LPA’s scheme of delegation.

Councillor Bell having declared a pecuniary interest for the following item, (Minute Number 3 above) left the room for this application.

c) 21/02028/FULHH (Full Application) – 46 New Road – Proposed front porch with interior access to a downstairs toilet, single storey side extension, single storey rear extension – Following the vote, (proposed by Councillor Peacock and seconded by Councillor Carter), the Committee recommended approval.

8. Planning Applications received from the LPA after Agenda distributed

a) 21/02089/LBC (Listed Building Consent) – Post Office, High Street – Single storey rear extension, internal and external alterations – Following the vote, (proposed by Councillor Peacock and seconded by Councillor Meston), the Committee recommended approval.

b) 21/02069/FUL (Full Application) – Post Office, High Street – Single storey rear extension, internal and external alterations, and part change of use from Post Office to residential – Following the vote, (proposed by Councillor Peacock and seconded by Councillor Meston), the Committee recommended approval.

c) 22/00020/TCA (Tree Conservation Area) – Honeypot House, 25 New Road – 1 No. Pollard back to previous points – Following the vote, (proposed by Councillor Coiley and seconded by Councillor Chaplin), the Committee agreed recommended approval.

d) 22/00021/TCA (Tree Conservations Area) – 53 California Road – 1 No. Sycamore – remove – Following the vote, (proposed by Councillor Chaplin and seconded by Councillor Cunningham), the Committee agreed to recommend that the LPA’s Tree and Landscape Officer makes a decision under the LPA’s scheme of delegation.

e) 22/0008/TELLIC – Dead Lane, Lawford (cross-boundary application) – Proposed new 9 metre light wooden pole – The Committee noted this application which has been received for information only.

9. Public Inquiries, Appeals or Enforcement Matters – There were no matters.

10. Public Consultation on Regional Transport Strategy – The Committee received and noted this consultation with the deadline of the 30th January 2022 for responses.

11. Date of Next Planning Committee Meeting – Thursday 3rd February 2022 – 7.30pm – Mistley Village Hall – This Meeting was noted.
