Minutes of the Planning Committee Meeting – Thursday 2nd December 2021 – 7.30pm Mistley Village Hall

1. Welcome and Apologies for Absence – Apologies for absence were received from Councillors Coiley (meeting clash), Frost (unwell), Howell (work), and Meston (family).

2. Public Voice – No Members of the Public were present.

3. Declarations of Interest – None.

4. Minutes of the Previous Planning Committee Meeting – The Minutes of the Planning Committee Meeting held on the 4th November 2021 were received, considered and agreed following the vote. (Proposed by Councillor Peacock and seconded by Councillor Carter). (Copy in Minute Book and on Website).

5. Matters Arising/Updates from Previous Minutes – Councillor Bell advised the Committee that the application for Topsi House, High Street has been withdrawn as there will be an amended scheme.

6. The Committee noted Planning Decisions from the LPA (Local Planning Authority) as follows:

a) 21/01722/TPO – (Tree Preservation Order) – Acorn Village, Mistley Hall, Clacton Road – 1 No. Chilean Pine (Monkey Puzzle) – remove and replace with a Willow Arbour –The Committee noted that the LPA has refused this application.

b) 21/01723/TCA – (Tree Conservation Area) – Acorn Village, Mistley Hall, Clacton Road – 1 No. self-seeded Sycamore – remove – The Committee noted that the LPA has approved this application.

c) 21/00883/FULHH – (Full Householder Planning) – Old Orchard House, Norman Road – Installation of 12 solar panels to south-facing elevation – The Committee noted that the LPA has approved this application.

d) 21/01847/TCA – (Tree Conservation Area) – Elm House, Trinity Road – 1 No Silver Birch – reduce by up to 3.5m – The Committee noted that the LPA has approved this application.

e) 21/01602/FULHH – (Full Householder Planning) – 1 Rosewood Park – Proposed single storey rear extension – The Committee noted that the LPA has approved this application.

f) 21/01607/FULHH – (Full Householder Planning) – 1 Harwich Road – Proposed conversion of part of the ground floor into a separate two bedroom flat, including parking and private amenity space – The Committee noted that this application has been withdrawn.

g) 21/01867/TCA – (Tree Conservation Area) – The Nook, Norman Road – 1 – Work along back boundary trimming, reducing and removing dead ceanothus, removing elder, reducing syringa, reduce viburnum and apple tree. 2 – Cherry reduce by up to 3.5m to get shape and remove dying pseudoaccacia – The Committee noted that the LPA has approved this application.

7. Planning Applications/Proposals received from the LPA (Local Planning Authority):

a) 21/01929/TCA – (Tree Conservation Area) – 1 Falklands Drive, Manningtree – (cross-boundary application) – 1 No. Birch – reduce by 3.5 – The Committee noted that the LPA has already approved this application.

b) 21/01890/FULHH (Full Householder) – 3 Rosewood Park – Proposed single storey rear extension – Following the vote, (proposed by Councillor Peacock and seconded by Councillor Bell), the Committee recommended approval.

c) 21/01879/FULHH (Full Householder) – Rigby Villa, Beckford Road – Proposed addition of a single storey link between Rigby Villa and its existing single storey outbuilding to form a new playroom – Following the vote, (proposed by Councillor Carter and seconded by Councillor Kent), the Committee recommended approval.

d) 21/01917/NMA (Non-Material Amendment) – Land South of Long Road – Non-material amendment to permission 21/00213/OUT sought to amend wording of conditions 8 and 20 – The Committee noted the non-material amendment. The Committee noted the details.

e) 21/01961/FULHH (Full Householder) – 11 Brunswick Gardens – Proposed installation of UPVC single storey conservatory – Following the vote, (proposed by Councillor Bell and seconded by Councillor Carter), the Committee recommended approval.

8. Planning Applications received from the LPA after Agenda distributed – None.

9. Public Inquiries, Appeals or Enforcement Matters – No matters.

10. Mistley Place Park – The Committee noted that Councillors Bell, Chaplin, Kent and Nutter attended a meeting on the 24th November 2021 which was virtually the same as the information provided at the public exhibition. A brief discussion ensued. The public exhibition on the 25th November 2021 was noted.

11. Date of Next Planning Committee Meeting – Thursday 6th January 2022 – 7.30pm – Mistley Village Hall – This Meeting was noted.
