Minutes of the Planning Committee Meeting on Thursday 7th July 2022 – 7.30pm at Mistley Village Hall

1. Welcome and Apologies for Absence – Apologies for absence were received from Councillors Bell, Chaplin, Coiley, Frost, Howell, Kent and Peacock. These apologies were accepted by the Committee.

2. Public Voice – No Members of the Public were present.

3. Declarations of Interest – There were none.

4. Minutes of the Previous Planning Committee Meeting – The Minutes of the Planning Committee Meeting held on the 9th June 2022 were received, considered, and agreed following the vote. (Proposed by Councillor Carter and seconded by Councillor Weston). (Copy in Minute Book and on Website).

5. Matters Arising/Updates from Previous Minutes – There were no matters.

6. The Committee noted Planning Decisions from the LPA (Local Planning Authority) as follows:

a) 22/00576/FULHH – Stonehall, School Lane – Proposed restricting of the existing attic room space increasing floor area and providing head room and useable space. Internal alternations to ground floor to provide kitchen floor – The Committee noted that the LPA has approved this application.

b) 22/00698/FULHH – 140 Stourview Avenue – Proposed two-storey rear extension – The Committee noted that the LPA has approved this application.

c) 21/02121/LBC – 2 Thorn Mews, The Green – Insertion of 2 no. conservation roof windows to the rear roof slope and internal alterations – The Committee noted that the LPA has approved this application.

d) 21/02122/FULHH – 2 Thorn Mews, The Green – Insertion of 2 no. conservation roof windows to the rear roof slope and internal alterations – The Committee noted that the LPA has approved this application.

e) 22/00602/FULHH – Evora, Clacton Road, Horsley Cross – Proposed detached double garage/store following demolition of existing single garage – The Committee noted that the LPA has approved this application.

f) 22/00906/TPO – 1 Ivan Garwood Close – 1 No. Beech – reduce by 30%, 1 No. Silver Birch – fell – The Committee noted that the LPA has approved this application.

g) 22/00588/FUL – Acorn Village Community, Clacton Road – Proposed erection of wellness room – The Committee noted that the LPA has approved this application.

h) 22/00782/FULHH – Primrose Cottage, The Chase – Proposed single storey front porch extension following demolition of existing brown PVC porch. Repainting of render from white to magnolia – The Committee noted that the LPA has approved this application.

7. Planning Applications/Proposals received from the LPA (Local Planning Authority):

a) 22/00942/FULHH – 19 Rosewood Park – Proposed installation of surface mounted 16 panel Photovoltaics on the east, south and west elevations of the roof – Following the vote, (proposed by Councillor Cunningham and seconded by Councillor Carter), the Committee agreed to recommend approval.

8. Planning Applications received from the LPA after Agenda distributed

a) 22/00998/FUL – Former Mistley Clinic, New Road – Proposed new access gates with alterations to existing access and driveway and the erection of fixed glazing to rear wall – Following the vote, (proposed by Councillor Weston and seconded by Councillor Carter), the Committee agreed to recommend approval.

b) 22/01095 – 9 Kiln Lane – 1 No. Sorbus – possibly sick so would like to remove if does not recover by next spring/summer – Following the vote, (proposed by Councillor Cunningham and seconded by Councillor Carter), the Committee agreed to recommend approval.

c) 22/00958/FUL – Land South of Long Road – Proposed local convenience store and 80 no. dwellings and associated roads, hardstanding, fencing, outbuildings and drainage – The Committee noted this only. The Committee requested that the Clerk contact District Cllr. Coley requesting information on S106 implications and querying whether footpaths will be created linking this development with the adjacent development.

d) 22/01079/FULHH – Brecon, Trinity Road – Proposed garage conversion into a habitable room – Following the vote, (proposed by Councillor Weston and seconded by Councillor Carter), the Committee agreed to recommend approval.

e) 22/01047/FUL – Land South West of Horsley Cross Roundabout, Clacton Road – Proposed erection of three buildings (use classes Eg (iii), B2 and B8), a new access and highway works, parking and servicing and hard and soft landscaping
– The Committee noted this only.

f) 22/00199/FUL – 1 Harwich Road – Proposed conversion of existing space to provide 1 bedroom self contained flat with parking and access to communal amenity area – Following the vote, (proposed by Councillor Weston and seconded by Councillor Carter), the Committee agreed to recommend approval.

9. Public Inquiries, Appeals or Enforcement Matters – The Committee noted recent communication received from the Five Estuaries Offshore Wind Farm Project requesting feedback from communities that may be affected as part of the project. A public exhibition will be held at Ogilvie Hall, Lawford on Thursday,14th July 2022 between 2pm and 8pm.

10. Date of Next Planning Committee Meeting – Thursday 4th August 2022 – 7.30pm – Mistley Village Hall – This Meeting was noted.
