Mistley Parish Councillors are hereby summoned to the Meeting of the Parish Council to be held on Monday 26th April 2021 commencing at 8pm – via the Zoom platform (Follows the Annual Parishioners Meeting on the same evening)

Before the Meeting commences the Chairman of the Council will ask for two minutes silence in memory of His Royal Highness The Prince Philip, Duke of Edinburgh.


1. Welcome and Apologies for Absence – To receive and agree.

2. Declarations of Interests – To receive any declarations of interest and at any point during the Meeting.

3. Public Voice – To facilitate members of the public / press to address the Council to a maximum of 3 minutes per person and no more than 15 minutes for the session.

4. District and County Councillors Reports – To receive, consider and note written reports and to clarify any points from the said Reports. (3 minutes per report). (Attached).

5. Minutes of the last Parish Council Meeting held on the 22nd March 2021 – To receive, consider and approve the Minutes. (Minutes attached and on website).

6. Update/Matters Arising from Previous Minutes held on the 22nd March 2021– To receive and note any updates.

7. Chairman’s Award 2021 – To note the Chairman of the Council’s Award.

8. Councillors Reports on Working Group Meetings – To receive brief verbal updates and agree any matters.

a) Allotment Working Group – (Councillors Cambridge, Chaplin and Coiley) – To consider further the corrugated iron/tin at the Railway site and tree work. (Tree and Landscape Officer from Tendring District Council comments attached) and to consider the proposals for new allotment land via Hopkins Homes (via Section 106 Developer Agreement with the District Council).

b) Signage Working Group – (Councillors Cambridge, Chaplin and Coiley) – (Including the Car Park Barrier and The Walls regarding Swans) – To receive an update on erection of the signs.

c) Woodland Trust Trees Working Group – (Councillors Coiley, Howell and Nutter) – To consider and agree the watering arrangements and planting arrangements for the new order.

d) Welcome Home Field (Parish Council sole Trustee) – To receive an update about seating from Councillor Coiley and to consider further/refer to the Trustees.

9. Financial Matters

a) Schedule of Accounts for Payment March 2021 – To receive, consider and agree payments since the last Meeting. (To follow).

b) Land South of Harwich Road – (Bungalows) – Playing Field – To receive an update and consider the next steps. Section 106 Developer Contributions.

c) Bank Reconciliation (year-end) – March 2021 – To receive and agree. (Attached and on website).

d) Internal Control Statement & Report March 2021 – To appoint a non-bank signatory Councillor to conduct a review of the system of internal controls – (Details attached and on website).

e) Lottery Grant Application – Car Park, Shrubland Road – To note the outcome. (Attached and on website).

f) Insurance Claim – Street Lighting – 3rd party – To note receipt of the payment of £3704.28.

g) The Swan Basin – To consider and agree maintenance work.

h) Urgent Finance Matters – To consider and agree any urgent finance matter after the agenda has been sent.

10. Correspondence – To note and consider the following:

a) Rise Yoga – To consider the request for any future outdoor paid classes at Furze Hill. (Attached and on website).

b) Code of Conduct Training – To consider the offer of training with the Monitoring Officer.

c) BT Payphone Consultation – To consider. (Details attached and on website).

d) Plastic Free in Manningtree, Mistley and Lawford – Local Litter Pick event – 15th & 16th May 2021 – To consider correspondence received. (Attached and on website).

e) Tendring District Council – New Development – Land off New Road – Naming – To receive, consider and make observations. (Attached and on website).

f) Other Correspondence – To consider and agree any urgent matters received after the agenda has been distributed.

11. Parish Council Meetings

a) Zoom/Remote Meetings – To receive an update, including from the NALC (National Association of Local Councils) High Court hearing and consider and agree the format of Meetings with an agreed review. (Details attached and on website).

b) Extraordinary Parish Council Meeting – Tuesday 11th May 2021 – 7.30pm via Zoom – Mistley Place Park Planning Application.

c) Next Parish Council Meeting – Monday 24th May 2021 – 7.30pm via Zoom – (Annual Parish Council Meeting) – To agree.

d) Next Planning Committee Meeting – Thursday 6th May 2021 – 7.30pm via Zoom – To agree.

12. Football Club – Ice Cream Van – To discuss and consider.

13. Resolution to Exclude the Public and the Press – The Public Bodies S.1 (2) (Admission to Meetings Act 1960) and the Local Government Act 1972 ss 100 and 102 (amended 2014). The Council is asked to consider and agree to exclude the Public (and the Press if present), since publicity would legally prejudice commercial sensitivity and confidentiality.

14. Parish Council/Village Assets – The Council is asked to receive an update and consider the next stages regarding maintenance/contractor arrangements, licences, deeds, and legal representation.
