A G E N D A

1. Welcome and Apologies for Absence – To receive and agree.

2. Persistent Absence – Six consecutive months – Councillor Smith – To resolve that membership ceases with immediate effect. (Local Government Act 1972, s 85(1) and (2) and Local Government Act 1972, s 8.5(1).

3. Declarations of Interests – To receive any declarations of interest and at any point during the Meeting.

4. Public Voice – To facilitate members of the public / press to address the Council to a maximum of 3 minutes per person and no more than 15 minutes for the session

5. District and County Councillors Reports – To note written reports and to clarify any points from the said Reports. (3 minutes per report). (To follow).

6. Minutes of the last Parish Council Meeting held on the 25th January 2021 – To receive, consider and approve the Minutes. (Minutes attached).

7. Update/Matters Arising from Previous Minutes held on the 25th January 2021– To receive and note any updates.

8. Councillors Reports on Working Group Meetings (Internal & External) – To receive brief verbal updates and agree any matters.

a) (Internal) – Allotment Working Group – (Councillors Cambridge, Chaplin and Coiley) – To reconsider removal of the corrugated tin at the Railway Allotments. (Details already received). To agree the Chairman of the Working Group.

b) (External) Friends of The Anchor Group – (Councillors Cambridge, Coiley and Frost).

c) (Internal) – Signage Working Group – (Councillors Cambridge, Chaplin and Coiley) – (Including the Car Park Barrier and The Walls regarding Swans) – To agree the Chairman of the Working Group.

d) (Internal) – Woodland Trust Trees Working Group – (Councillors Coiley, Howell and Nutter) – To agree the Chairman of the Working Group.

9. Financial Matters

a) Schedule of Accounts for Payment February 2021) – To receive, consider and agree payments since the last Meeting. (To follow).

b) Land South of Harwich Road – (Bungalows) – Playing Field – To receive an update and consider the next steps. Section 106 Developer Contributions.

c) Bank Reconciliation– January 2021 – To receive and agree. (Attached).

d) Village Hall Car Park – To receive an update. (Additional quotations attached).

e) Welcome Home Trust (Parish Council sole Trustee) – To receive any updates on seating from Councillors and agree any proposed purchase.

f) Training – Bespoke/Tailored Zoom – To consider. (Refresher for experienced and new Councillors. Also, team building). To consider sessions to equate to 2 hours session. Suggest – Monday 29th March 2021 or Monday 19th April 2021 6pm – 8pm. (Details attached).

g) Crumb and Brew – Formal three-monthly review of permission to trade as vendor at the Village Hall Car Park – To consider.

h) Urgent Finance Matters – To consider and agree any urgent finance matter after the agenda has been sent.

10. Correspondence – To note and consider the following:

a) Basketball Area – Furze Hill – To receive the resident’s correspondence to the District Council regarding funding. (Part of Section 106 Developer Wish List). (Details attached).

b) Dogs at Furze Hill – To consider correspondence received from residents. (Attached).

c) Manningtree Town Council and PACE (Practical Action for Climate and Environment) – Manningtree Swifts – To consider the correspondence received. (Attached).

d) Other Correspondence – To consider any urgent matters received after the agenda has been distributed.

11. Councillors Workloads – To consider further managing, sharing, and supporting workloads. (Attached).

12. Dates of Next Meetings

a) Next Parish Council Meeting – Monday 22nd March 2021 – 7.30pm via Zoom – To note.

b) Next Planning Committee Meeting – Thursday 4th March 2021 – 7.30pm via Zoom – To note.

13. Resolution to Exclude the Public and the Press – The Public Bodies S.1 (2) (Admission to Meetings Act 1960) and the Local Government Act 1972 ss 100 and 102 (amended 2014). The Council is asked to consider and agree to exclude the Public (and the Press if present), since publicity would legally prejudice commercial sensitivity and confidentiality.

14. Parish Council/Village Assets – The Council is asked to receive an update and consider the next stages (after Lockdown) regarding licences, deeds, and legal representation. (Confidential paper attached).
