Mistley Parish Councillors are hereby summoned to the Meeting of the Parish Council to be held on Monday 21st March 2022 commencing at 7.30pm at Mistley Village Hall

A G E N D A

1. Welcome and Apologies for Absence – To welcome and receive and approve apologies for absence.

2. Declarations of Interests and Dispensations – To receive any declarations of interest and at any point during the Meeting. To consider any dispensations received in advance of the Meeting.

3. Public Voice – To facilitate members of the public / press to address the Council for a maximum of 3 minutes per person and no more than 15 minutes for the session.

4. District and County Councillors Reports – To receive, consider and note written reports and to clarify any points from the said Reports. (3 minutes per report). (Attached).

5. Minutes of the last Parish Council Meeting held on the 7th February 2022– To receive, consider and approve the Minutes. (Minutes attached and on website).

6. Update/Matters Arising from Previous Minutes held on the 7th February 2022 – To receive and note any updates.

7. Councillors Written/Email Reports on Committee/Working Group Meetings/Other Meetings/site Meetings Attended – To receive brief written/email updates and agree any matters.

a) Mistley Village Hall Management Committee – (Councillors Chaplin and Peacock – Parish Councillor Representatives, with Councillor Cunningham).

b) Allotment Working Group – (Councillors Chaplin – Chair), Coiley and Kent.

c) Grounds Maintenance Working Group – (Led by Councillor Nutter with other Councillors/Residents/Other Volunteers).

d) Signage Working Group – (Councillors Chaplin – Chair, Coiley and Howell).

e) Trees Working Group – (Councillors Coiley, Howell and Nutter – Chair).

f) Section 106 Developer Agreements with Tendring District Council & Contributions for Mistley – (Councillors Coiley, Howell – Chair, Kent and Nutter).

8. Financial Matters

a) Schedule of Accounts for Payment – To receive, consider and agree payments since the last Meeting. (To follow).

b) Bank Reconciliation – February 2022 – To receive, consider and agree. (Attached and on website).

c) VAT Claim to HMRC 2021/22– To note the details.

d) Transfer to Nationwide from Barclays – To agree £20,000 transfer. (Financial Services Compensation Scheme) – FSCS – up to £85,000 per bank/building society/financial institution.

e) The Public Sector Deposit Fund/CCLA- (Churches, Charities & Local Authorities) – To consider £25,000 asset purchase. (Financial Services Compensation Scheme) – FSCS – up to £85,000 per bank/building society/financial institution.

f) Transfer between Barclays Accounts – To agree the Manningtree Town Council donation of £50 towards HM The Queen’s Platinum Community Celebrations for Lawford, Manningtree and Mistley. (From Account numbered 5025220 to 10136174).

g) Urgent Finance Matters – To consider and agree any urgent finance matter after the agenda has been sent.

9. Correspondence – To note and consider the following:

a) Street Light Request – York Street/Oxford Road – Junction – To consider the correspondence received from one local resident. (Attached).

b) Hedge Planting – Nature Recovery – Mistley – To consider the correspondence received from the Dedham Vale AONB (Area of Outstanding Natural Beauty. (Attached and on website).

c) Speeding – High Street – To note the details received from Essex County Council. (Already received).

d) Mistley Rugby Club – Invitation – President’s Day – Saturday 30th April 2022 – from 1pm – evening – To agree Parish Councillor attendees.

e) Mermaids Against Sewage – To consider the correspondence received. (Attached).

f) Other Correspondence – To consider and agree any urgent matters received after the agenda has been distributed.

10. Councillors Personal Emails – To agree the end-date following adoption of Parish Councillor generic emails.

11. Emergency Planning (Mistley with Lawford and Manningtree) – To agree a Parish Councillor Representative. (Position currently vacant).

12. Safeguarding Policy – To adopt. (Attached and on website).

13. DBS (Enhanced Disclosure and Barring Service) – To ensure all Councillors have a DBS. (Previously agreed). To agree the DBS services of CAS. (Details attached).

14. Parish Council Meetings and Annual Parishioners Meeting

• Annual Parishioners Meeting – Monday 25th April 2022 – 7pm-8pm – Mistley Village Hall.

• Next Parish Council Meeting – Monday 25th April 2022 – 8pm – Mistley Village Hall.

• Next Planning Committee Meeting – Thursday 7th April 2022 – 7.30pm – Mistley Village Hall.

15. Resolution to Exclude the Public and the Press – The Public Bodies S.1 (2) (Admission to Meetings Act 1960) and the Local Government Act 1972 ss 100 and 102 (amended 2014). The Council is asked to consider and agree to exclude the Public (and the Press if present), since publicity would legally prejudice commercial sensitivity and confidentiality.

16. Confidential Minutes of the Parish Council Meeting held on the 7th February 2022 – To receive, consider and approve the Minutes. (Minutes attached – Councillors only).

17. Update/Matters Arising from Confidential Minutes held on the 7th February 2022 – To receive and note any updates.

18. Parish Council Assets – (Leases/Licences) – The Council is asked to receive updates from working group meetings and to consider and agree the next legal stages with the Council’s Solicitor. The Council is also asked to review the membership of its working groups relating to Mistley Bowls Club, Mistley Cricket Club, (where the Parish Council is sole trustee to The Welcome Home Field), Mistley Rugby Club and Ramsey and Mistley Football Club.

19. Staffing – Local Government Pay Claim 2021/22 – From 1 April 2021 to 31 March 2022 – To consider the 1.75% increase as agreed by Unions and as recommended by EALC – (Essex Association of Local Councils), NALC – (National Association of Local Councils) and SLCC – (Society of Local Councils Clerks) for Parish Council Staff. (Already budgeted for).
