3. Public Voice – To facilitate members of the public / press to address the Council to a maximum of 3 minutes per person and no more than 15 minutes for the session

e) COVID-19 Matters – To receive any updates and to consider and agree any matters.

f) Street Lighting – LED Lanterns Phased Programme – To consider and agree further following the last Parish Council Meeting held on the 21st September 2020. (Details already received).

g) Bulb Planting – Village – To consider and agree.

h) Signage – To consider and agree updated signs, including the Public Toilet and the Welcome Home field.

i) Welcome Home Field Play Area – To consider and agree quotations received for repair of the see-saw. (Attached). (Parish Council – sole trustee).

j) Willow Tree, Shrubland Road – To consider the correspondence received from two residents and the Tree and Landscape Officer of Tendring District Council. (Attached).

k) Volunteer Tree Warden – To receive and consider any updates including tree cutting near power line by (UK Power Network).

l) Essex and Herts. Air Ambulance – To consider the request for a Section 137 grant. (Attached).

m) Age Concern Colchester and North East Essex – To consider the request for a Section 137 grant (Attached).

n) The Walls – Vendors – To review, consider and agree the arrangements for tables and chairs.

o) Second Half Precept Payment 2020/2021– To note receipt of £38,000.00.

p) Parish Council Credit Card & Amazon Card – To consider and agree. (For VAT Reclaim).

q) Woodland Trust Trees – To consider and agree the sites and volunteer planting arrangements for the 105 native species, medium sized trees – delivery November 2020.

r) Local Council Award Scheme – Foundation Level – To receive, consider and agree the 5 (one page) statements for the accreditation panel prior to submission. (Attached).

s) Asset of Community Value – (The Anchor Public House) – To note the outcome of this application following the District Council’s Cabinet Meeting on the 9th October 2020 and to consider and agree the next steps.

t) Second-hand Filing Cabinets – To consider and agree purchase for Parish Council archive files. (Store at Village Hall -subject to Village Hall Management Committee approval).

u) Urgent Finance Matters – To consider and agree any urgent finance matter after the agenda has been sent.

9. Correspondence – To note and consider the following:

a) Policing – To receive any updates from PCSO Pat Smith including littering and antisocial behaviour at the Village Hall Car Park. (Attached).

c) Allotments – (Mistley Residents only)
• Working Group – To receive an update and consider the recommendations. (Report attached).
• Rules and Regulations – To consider and agree the draft details. (Attached).
• Railway Plots – Tenant Moving from Mistley – To consider and agree a tenancy where the tenant has now moved to Manningtree (full plot). (Tenancy Agreement attached conditions 6 and 11 c).
• Railway Plots – Tenants who live in Lawford – To consider and agree the position. Two tenants live in Lawford (one full and one half plot). Tenants prior to Mistley Residents only rule change.
• Phase 2 – Brunswick, Shrubland Road/Harwich Road – To agree the next steps.

d) The Milestone (The Swan Basin/Fountain) – To consider the request for financial assistance towards Essex County Council’s Highway project. (Details attached). (Parish Council has agreed to adopt, insure and maintain the monument).

e) Mistley Village Hall – To consider the correspondence received from a regular hirer in relation to the Parish Council’s relationship with the Village Hall Management Committee. (Attached).

f) Crumb and Brew – To consider and agree the request received for a mobile coffee business – Village Hall car park.

g) Other Correspondence – To consider and agree any urgent matters received after the agenda has been distributed.

10. Remembrance Event – To consider and agree the arrangements (small socially distanced event within the latest government guidelines) – Sunday 8th November 2020.

12. Resolution to Exclude the Public and the Press – The Public Bodies S.1 (2) (Admission to Meetings Act 1960) and the Local Government Act 1972 ss 100 and 102 (amended 2014). The Council is asked to consider and agree to exclude the Public (and the Press if present), since publicity would legally prejudice commercial sensitivity and confidentiality.
